Good morning, CATs! Below is the negotiations update we want to get out to all our members as soon as possible so we can stay on top of the narrative. Can you please send this out to your folks? We will have one of these for you after every negotiation session so we can keep everyone abreast of what's going on. Thanks again to all of you who came out - it was awesome seeing all the support!!!

Hello friends! Yesterday was another powerful bargaining meeting where we presented our proposals for reclaiming faculty value by paying us a salary commensurate with other community colleges in Oregon and which allows our members to live in Central Oregon. Our proposal is based on extensive research and is a reasonable ask for the college to pay us what we deserve and are worth!

What we Proposed:

Placement and Tenure Milestone

  • New Proposal for placement: Newly hired FT or FT Temp would be placed in 1 of 3 tracks - a, b, or c depending on experience and education using college’s existing placement tool. During probationary period, 2% steps.

  • 4th Year Milestone: All faculty placed in the same step with a roughly 10% pay increase for achieving tenure—we are all doing roughly the same job so everyone should be placed on the same step.

The Salary Scale Structure

  • Step Progression: Each step after is 4.5% plus COLA for remaining 10 steps = 13 steps total.

  • Longevity: After 13 step increases, an additional 3% longevity bump every 5 years after 13.

  • Efficiency: We are trying to compress the schedule, make it clearer and simpler for everyone, and more in alignment with other CC’s in the state.

  • COLA: Entire scale increased by COLA each year.

Key Salary Benchmarks

  • Step 1a: $82,000 | Step 1b: $84,460 | Step 1c: $86,994

  • Step 4: $93,844

  • Step 10: $139,461

Additional Compensation

  • Overload: 110% of salary for 45.1-48 and 120% of salary for 48.1-53.

  • Summer Pay: 85% of salary per load unit.

  • Adjunct Pay: Adjunct placed on step 1, 2 or 3 based on experience. Steps 1, 2 and 3 are based on 65% of full-time scale. Steps 4-6 increase 3%, Step 7 and above get a bump for longevity & match FT x 65%.

PERS Proposal

In addition to the salary scale and COLA, we propose the college increase our salaries by PERS contribution, which the college then payroll deducts. This maintains the college paying our PERS contribution while also showing a larger salary for the purpose of retirement benefits.
